Summary
A LA County judge has slammed the county counsel for an “obvious conflict of interest” and “shocking breach of ethical duties” as the Civilian Oversight Commission fights to obtain unredacted records from three high-profile use-of-force incidents involving sheriff’s deputies — including the 2020 shooting death of 18-year-old Andres Guardado and a 2023 beating of teacher Emmett Brock. The commission, empowered by new state law, issued subpoenas in February but faces resistance from the Sheriff’s Department and the county counsel, who claim confidentiality and union negotiations are needed. The judge’s ruling has reignited the legal battle, with a September 17 hearing set to decide whether independent counsel should be appointed — while the Sheriff’s Department remains silent.
