Most House Democrats opposed the legislation. We'll look beyond the political rhetoric and examine what the bill actually does, why Republicans supported it and why so many Democrats voted against it. The vote also comes amid continuing disagreements within the Democratic Party over Israel. Is this simply a disagreement over how the federal government should respond to boycotts?
