Remaining unidentified, she became known as Blue Pacheco, after her clothing and dump site location. She remained unidentified for decades, long after a famous serial killer was prosecuted for her murder. Even though justice was served, investigators were determined to give Blue Pacheco her name back – and finally, IGG allowed them to provide answers to her family. Her name is Patsy Skiple, a victim of the Happy Face Killer, Keith Hunter Jesperson.
