Government rules also make lower-cost options like in-home day care centers hard to start, even though parents want them. &quot;They are layering on regulations that make it impossible,&quot; explains Lukas. Oklahoma’s day care rules are 180 pages. Illinois gives conflicting commands: require a blanket for each infant, but then, they also prohibit use of “soft bedding.&quot; Why would you open a place if you have to understand all of that, let alone obey it?
