Introduced by Democratic Sen. Jacky Rosen of Nevada, the measure passed by unanimous consent without objection, signaling that senators from both parties wanted to publicly distance themselves from any attempt to reduce Maxwell’s punishment. Rosen argued that even entertaining clemency for a convicted sex trafficker was unacceptable and pressed Republicans to make their position clear. Although the resolution cannot legally prevent a president from pardoning Maxwell, it increased the political pressure surrounding the issue after President Trump repeatedly declined to categorically rule clemency in or out. White House officials maintained that a pardon was not under consideration, while Todd Blanche, who previously interviewed Maxwell and supervised the release of Epstein-related records, said he would not recommend one.
