Decree 24 turns “three friends talking” into a crime, so Umbridge forces a loophole that keeps Draco and Hermione together as the only legal pair allowed to investigate the outbreak. He is supposed to monitor her. Hermione Granger would like the record to reflect that she has no time for hormones, gossip, or Malfoy’s irritating competence. She’s navigating O.W.L. panic, Umbridge patrols, and the DA’s fragile logistics while mapping incident patterns that scream “not student-made.” And of course, the question everyone's asking: " who made the potion?! "
