## Resource

City Hall’s use of Signal for official chats has sparked controversy after researchers uncovered the mayor’s team messaging influencers on the app—despite a January memo from Chief Counsel Ramzi Kassem explicitly banning it. The app’s auto-delete feature clashes with city record-keeping laws, raising alarms about transparency and FOIA compliance. While Kassem now claims there’s no blanket ban and that Signal can be useful, critics question whether anyone was authorized to use it—and whether records are being properly archived.
