## Resource

Federal prosecutors are dropping charges against former Olympian David Hearn, 67, after reevaluating the damage to the Reflecting Pool—not as his fault, but due to rushed, faulty renovation work. Initially accused of dumping fertilizer and cutting the liner amid algae treatment chaos, the case now points to systemic failures in the $10M project. Hearn, who competed in three Olympics, had pleaded not guilty; prosecutors now say blame lies with installation errors and tight deadlines, shifting focus from individual accountability to institutional mismanagement.
