Trump, surrounded by top cabinet officials and with Hannity on the phone, was eager to return outside to the event to project strength and resilience, declaring they would not be stopped or cower but decided not to because of uncertainty about a lone wolf versus a broader threat and the time required for a full area sweep and clear.
