The memos reveal a Justice Department that appeared more concerned about how Epstein’s lawyers might embarrass vulnerable teenage victims in court than about holding a wealthy serial abuser accountable. That mindset helped lead directly to the notorious 2008 non-prosecution agreement, which allowed Epstein to avoid federal charges entirely despite extensive evidence gathered by investigators and a large number of victims who had come forward.
