In Regional Impacts, UN chief Antonio Guterres said peacekeepers will be needed in Lebanon after the mandate of the current mission expires at year-end, a stance likely to meet opposition from the United States and Israel. The Security Council last August decided to end UNIFIL’s mandate on December 31, 2026, but asked the secretary-general to propose options by June 1 to keep UN forces in Lebanon to monitor the Blue Line, the 120-kilometer border marking the de facto boundary between Lebanon and Israel in the middle of the Israel-Hezbollah conflict. In a report to the Council, Guterres outlines three options ranging from nearly 2,000 to more than 5,500 personnel to monitor the ceasefire and support the Lebanese Armed Forces, with a uniformed UN presence designed to facilitate de-escalation, dialogue, liaison and coordination, and help move toward a durable settlement. Separately, the secretary-general has proposed a new force to replace UNIFIL, detailing three models for a force that would number hundreds or thousands of troops and be charged with keeping the Hezbollah-Israel ceasefire in place. UNIFIL currently deploys about 7,500 peacekeepers along the Blue Line, and the proposed models would enable monitoring of most of the line, with observers, infantry battalions and a reserve capable of responding to flare-ups.
